    For the GS-09 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.

    Specialized experience is defined as experience writing and editing a variety of informational products (such as press releases, newsletters, and articles).

    OR

    Equivalent combination of education and experience.

    For the GS-11 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. 

    Specialized experience is defined as experience researching, writing and editing a variety of informational products (such as press releases, newsletters, compliance assistance materials, website content, and speeches), including materials that may be controversial or difficult to communicate because they are technical or complex.

    OR

    Equivalent combination of education and experience.

    Education Requirements:

    Education may be substituted for specialized experience at the  GS-09 and  GS-11 grade levels ONLY.

    GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    Selective Placement Factor:In addition to the basic requirements and specialized experience, applicants must have the ability to research, write, translate and edit various materials from English into Spanish and from Spanish into English including items addressed to the general reader, routine correspondence, reports, and technical materials related to the duties of the position?

    Categories

    Category A (Best Qualified) - Meets the basic qualification requirements for the vacancy and has successful experience in the same or similar job that has demonstrated superior proficiency in applying critical competencies required by this position to work of increased levels of difficulty and complexity.

    Category B (Well Qualified) - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies required by this position.

    Category C (Qualified) - Meets the specialized experience described in the minimum qualifications requirements section of this announcement and demonstrates proficiency in the basic competencies.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    Technical - Comprehensive knowledge of technical aspects of an organizations programs and initiatives. Knowledge of the principles, methods, practices and techniques of writing and editing, as well as the regulations and policies affecting Government publications.

    Written Communication - Knowledge and skill in applying principles, methods, practices, and techniques of effective writing, editing, and proofreading content for electronic and printed media to produce materials that meet requirements and are easily understood by the targeted audience. Skill in articulating complex thoughts and technical information clearly and concisely in writing, and logically organizing material to effectively communicate messages at the level suitable for the venue and for the intended audience.

    Consulting - Knowledge of policies, programs, activities and the importance of presenting them to targeted audiences, including employers, workers, and the general public, to interpret and present information using written products and media.

    Project Management - Manages multiple tasks and meets challenging deadlines. Organizes and prioritizes heavy and demanding workload.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings. Your resume MUST provide sufficient information to substantiate your responses to the vacancy questions.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.  Your evaluation may also include a review by a Human Resources Specialist or panel and may include other assessments (ex. interview, panel review, written test, writing sample, etc.)

    INFORMATION FOR ICTAP/CTAP ELIGIBLES ONLY: If you are eligible for special priority selection under ICTAP/CTAP, you must be well-qualified for the position to receive consideration.  ICTAP/CTAP eligibles who are placed into Category B or higher will be considered "well-qualified".
