  • Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

    You may qualify at the GS-13 level, if you meet the following qualifications: One year of specialize experience equivalent in difficulty and complexity to the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. To be creditable, this specialized experience would include, but is not limited to, expert knowledge of the funding processes from formulation through reporting for Congressionally appropriated funding; experience with Federal budget processes; experience identifying and analyzing relationships within a budget for the development of annual programming operating plans and the formulation of multi-year out budget plans and forecasts; experience in regulatory interpretation of complex legislative, policy and regulatory language providing guidance to others on budgetary restrictions and alternatives; experience using forecasting methodologies sufficient to develop long-range plans and to predict out-year obligations and outlays; and experience using financial management systems and other software applications for spreadsheets, word processing, and database management for forecasting and identifying discrepancies. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
