TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify for the PG - 14.

To qualify for the Lead Auditor, PG -0511-14, you must meet the following requirements:

I. Selective Placement Factor: Skills, Knowledge, Ability or other work characteristics basic to -and essential for-satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for the position. Applicants who do not meet the Selective Placement Factors are ineligible for further consideration. (Note: You must address the Selective Placement Factor in a separate attachment to your resume. If you do not address the Selective Placement Factors separately, you will receive no further consideration for this position).
  • Selective Placement Factor 1: Applicants must demonstrate at least one year of specialized experience performing audits and other related activities applying Generally Accepted Government Auditing Standards (GAGAS).
In order to qualify for this position you must have one year of specialized experience equivalent to the PG-13 (or equivalent) to qualify. Specialized experience is experience applying professional auditing knowledge, standards, and principles to lead a program or operations. Qualifying specialized experience is: Experience advising on, leading, or performing work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity; analyzing work related to the development and execution of audit policies and programs; and conducting performance audits or activities related to the detection of fraud, waste, and abuse.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (03/05/2019) to be considered.

Applicant must meet the following basic education requirement: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."

OR
Combination of education or experience: At least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course study described in paragraph A; and (c)except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability,Top Secret Clearance This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
