Performs advanced analytical and technical work to ensure the cost effectiveness of Solid Waste Management Program operations for multiple field sites to include benchmarking, analyzing, assessing and recommending business operations improvements to field operations. Duties include:
  • Analyzes and evaluates Solid Waste Management Program field operations and technical services.
  • Develops, recommends and implements long-term and short-term improvements in operations.
  • Reviews, analyzes and evaluates the effective use of the field operations.
  • Identifies and uses proper business metrics to form the basis of recommended organizational changes or adjustments that need to be made to improve services/operations.
  • Collects, measures, monitors, and analyzes business operations/levels of service to ensure efficiency, effectiveness and value of services and makes recommendations for improvement.
  • Plans, conducts and/or oversees studies or research activities to ensure field operation/technical services program quality.
  • Determines unmet needs and makes recommendations to ensure effectiveness of existing programs.
  • Complies with Federal and State Environmental Regulations; apply the principles, practices and methods of financial management, budgeting and accounting, to make good business decisions; applies best practices and business metrics.
  • Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning; clearly communicates safety expectations; resolves safety-related issues in a timely matter.
  • Complies with DPWES safety competencies; engages in safe working practices and complies with Solid Waste safety programs and guidelines.
  • Understands interrelationships across all functional areas of business to recognize how key drivers of business relate to each other; establishes and maintains effective working relationships with other employees and the public.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus four years of experience in an environmental, engineering or construction management program.

PREFERRED QUALIFICATIONS:
The ideal candidate possesses the following:
  • At least six years of working in operations within a solid waste program or a related field.
  • Experience in collecting, measuring, monitoring, and analyzing data.
  • Experience providing recommendations for improvements operations/levels of service.
  • Experience evaluating and interpreting federal, state, and local environmental regulations
  • Experience working collaboratively with local, state and national regulatory agencies and industry groups.
  • A valid Virginia Waste Management Facility Operator Class II License.
PHYSICAL REQUIREMENTS:
This position requires one to be able to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift, and handle materials with manual dexterity. Visual acuity is required to read and operate electronic & field monitoring equipment. May be exposed to dangerous machinery, loud noises, extreme weather conditions, hazardous chemicals, odors, and infectious diseases. Employee may be required to lift up to 50 pounds.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
With or without reasonable accommodation. Ability to perform field inspections at project construction sites or potential sites for future facilities, able to physically negotiate rough terrain and typical construction sites. Must be able to climb construction ladders and stairs for multiple stories.
