    A. Certification: For purposes of contract administration, the candidate must possess a current FAC-COR II designation. You MUST submit a copy of your current FAC-COR II designation with your application package. Failure to do so will result in an ineligible rating and you will lose further consideration under this vacancy.


    Basic Requirements:
    GS-1160-13:

    EXPERIENCE: One year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sector).

    Specialized experience is defined as: constructing audit verifiable financial models to explain levels of securities market product utilization or drafting written policies and procedures describing the sale and delivery of investment grade securities between market participants.

    This experience must be clearly referenced in your resume. You must include hours worked per week for each employment entry.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".


    Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
    • One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


    Quality Ranking Factor: Chartered Financial Analyst (CFA) designation is preferred.

    A. Designation: Possess Chartered Financial Analyst (CFA) designation (upload proof of designation with application packet).

    B. Proof of Enrollment: I do not possess the Chartered Financial Analyst (CFA) designation; however, I am currently enrolled in the Chartered Financial Analyst (CFA) program (upload proof of enrollment).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


    All qualification requirements must be met by 11:59 pm (Eastern Time) on 02/28/2019 of this vacancy announcement.

    Serve as a Financial Analyst with the Office of Financial Assistance, Secondary Markets Division. The incumbent is responsible for activities associated with the formulation of policies, practices and performance measures underlying the nationwide use of the Small Business Administration (SBA) Secondary Market.

    SALARY: Those new to the federal government will typically be hired at the lowest rate of the salary range.

    New federal employees will start at the GS-13, Step 1, $96,970 per annum.
    The Full Performance Level of this position is a GS-13.

    Physical Demands: The work is sedentary. However, some walking, bending, or carrying of light objects may be required.

    Work Environment: The work is performed in an office setting.

    SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation may be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
