    A one-year probational period may be required.

    To qualify at the GS-15 level:  Your resume must  demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.  Specialized experience must include knowledge of analytical and evaluative methods and techniques; application of foresight methodology relative to emerging trade, investment, and global competitive trends; ability to analyze and evaluate (on a qualitative or quantitative) basis the effectiveness of program operations in meeting established goals and objectives, and supervisory experience with cross-functional teams.


    Experience refers to paid and unpaid experience. including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You will be evaluated for this job based on how well you meet the qualifications above.

    • Ability to conduct strategic forecasting, research and analysis of emerging trade, investment, global, competitive trends, political and other factors and issues witch influence and affect international trade.
    • Ability to manage strategic forecasting needs of an organization through predictive analytics based on environmental scans and foresight methodologies.
    • Ability to lead and cultivate a professional staff and cross-functional teams to successfully achieve an objective or goal.
    • Skill in communication and problem solving with senior level leadership and external stakeholders.
    • Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
    • Knowledge of laws, rules, regulations, principles, and practices related to employee conduct, performance, and dispute resolution.
