A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Serving as a technical authority on difficult and complex issues advising other experts on how best to resolve issues and interpret guidance.
- Working with appropriate stakeholders to develop recommendations for legislation that would modify the way the agency conducts its civilian HR programs.
- Evaluating new or modified legislation and regulations for their impact on existing programs.
- Developing proposed changes to emerging policy and program assessment criteria.
- Preparing and executing special projects and studies, in relation to civilian HR program management.
Substitution of education may not be used in lieu of specialized experience for this grade level.
